EPA Proposed Rule: Public Participation Discretion for Minor New Source Review (NSR) in State Implementation Plans (SIPs)
This course provides a focused look at the EPA’s proposed rule granting State and local air quality agencies greater discretion over public participation requirements in minor New Source Review (NSR) air permitting within State Implementation Plans (SIPs). Participants will gain clarity on the regulatory changes, understand how and when public comment opportunities may occur, and learn about the processes for SIP revisions and federal approval. The course highlights the regulatory shift from a federally mandated comment period to agency-specific decisions, empowering air agencies while maintaining Clean Air Act compliance.
